Throughout this weekend, residents of District 39 (which includes Borough Park, Cobble Hill, Carroll Gardens, Gowanus, Windsor Terrace, Kensington and Park Slope) get to decide how to spend a million dollars on public works projects in their neighborhoods–from countdown clocks along a bus line to a public composting site in Gowanus.
